From what I can tell, bounties can't escape from the wagon (the reinforced lasso just ups the timer before they get free to like 4-5 min) If you want to take on multiple bounties, it's also way easier. So I wouldn't worry too much about your posse being bugged or something. This allows you to progress to rank 30 on the bounty hunter role with the necessary xp rewarded from any bounty.
